Government and Economy

Government

Hong Kong is unique in that it is a special administrative region within China. Dating from the 'one country, two systems' agreement of 1997, Hong Kong retains its status as a free port and authority to negotiate separate international trade agreements. The island also administers its own budget, currency and tax system and enacts its own laws.

Hong Kong's Chief Executive, Tung Chee Hwa, is a Shanghai businessman, who presides over an Executive Council comprising both business and political figures and an elected legislative council. Government and fiscal policies are the responsibilities of the Chief Secretary and Financial Secretary respectively, and legislation is the responsibility of the Secretary for Justice.

Economy

Hong Kong is known as one of Asia's 'Little Tiger' economies, ranking alongside Singapore, Taiwan and Korea. Much of its success has been attributed to a willingness to keep in place the business friendly environment and encourage the ethos that has, for so many years, made Hong Kong such a good place for global trade.

The key to enterprise in Hong Kong is the emphasis on new capital-intensive industries rather than the labour-intensive industries of old. With land at a premium, this policy is particularly sensible.

Hong Kong is famous worldwide for its manufacture of toys, textiles, clothing, electrical goods, clocks, watches and cameras. Much of China's trade is also conducted through Hong Kong, due largely to the deep-water harbour. Tourism accounts for much of Hong Kong's income and the Chief Executive has recently boosted the Tourist Board's (HKTB) coffers with HK$100 million.

Environment

Because Hong Kong is the world's most densely populated city, the need for country parks, protected from development and traffic, is essential. Each park includes a reservoir and provides a respite for people wishing to get away from the bustle of the city as well as a haven for wildlife. Many parks are situated in the New Territories and outlying islands.
